800C quiet after rebuild

I just got through replacing quite a bit (no can caps replaced) on an 800C that was DOA when I got it, and missing a volume pot (stole a used one out of a crappy 400 parts unit). Short question is: It plays fine, everything works as it should, but it is about 30% quieter at a given volume setting than my 500C that I rebuilt this winter.

Is there a resistor in the signal path that could be bad? The quietness is for all sources, and balanced left to right. I tried it with the same tubes from my 500C - didn't make a difference.

Bias on the 7591s is good, voltages are all close to spec on the 12AX7s.

One odd thing I noticed, is the tape monitor switch when in off position cuts the volume in half versus when it's in on position -the opposite of what my 500C does.
