Electrified mesh/netting mouse barrier

Electrical - A/C & D/C - DoItYourself.com Community Forums - www.doityourself.com
We live on high mountain pasture/ranch land (Colorado, USA), and have the requisite packrat/field mouse problem one would expect. Inside is less problematic, but our vehicles are being chewed to shreds, nested in, and befouled faster than we can clean them. Trapping works, but not fast enough, and repellents (of all kinds) do not. We literally can't trap them fast enough or in large enough quantities to keep the vehicles mouse-free.
I plan to put together something along these lines either in the garage, or possibly under a covered parking area outside. The idea is to either park on top, or inside of an electrified boundary which would prevent them reaching the vehicle in the first place. https://www.youtube.com/watch?v=MrWRH0BsJiM I would prefer electrifying a mesh or netting which would be roughly the footprint of the car, but could make do with a fenced off boundary arrangement.

My question (and I know just barely enough about electricity to realize how much I DON'T know, so I apologize if this is a ridiculous newbie kind of question) is: would parking a vehicle over/on top of the mesh cause the batteries to deplete rapidly, or would the non-conductive nature of the rubber not trigger the shock? In the video above, the mouse jumps over the linear barrier, so an ideal scenario would be a mesh or netting that wouldn't give it anywhere to land.
Thanks in advance for any advice or creative suggestions!
