Got tickled on a Carver M200t

I have not had the opportunity to work on a lot of Carver gear, but when attempting to check this amp I got tickled (shocked) between my scope ground and chassis ground on amp. Come to find there is 120vac between the chassis & earth ground. If I reverse the AC plug (which is non-polarized) it goes down to 2.5vac.

I find it hard to believe this is normal, but I have checked a few things inside the amp and cannot seem to find anything unusual. I'm not about to hook anything up to this amp at this point.

Still waiting activation email from the Carver forum since last night, don't know what's going on there, so I thought I would ask here.
