Dual CV60 repair - just loud noise.

I got this amp sent to me. Someone had "repaired" it before by replacing power el. caps soldered onto cut off wires. Soldered pretty badly so these were rolling around inside the amp. I soldered these back and tried to run the amp for moment with disposable speakers. Got really loud noise.

Then I started to check voltages in reference points and I got 20V readings everywhere - also in speaker terminals. When I unsoldered the end transistors BD207(2 for each channel) the voltages were back to normal. Transistors checked out shorted - all 4.

I replaced these with BD911(a bit higher ratings, but compatible on the list). Now I get weak sound at the highest turn of the volume knob both in headphones and speakers. However it responds to tone cotrol.

I have no more clue what to try next. Maybe the electronic protection is acting up?
