Pioneer PL-L1000 feet/suspension question

Hi all -- I just recently refurbished my PL-L1000 using the replacement rubber suspension boots sold on eBay/Etsy. The quality seems quite good to me, so if the maker is a member here, kudos.

Like (I assume) many Pioneer tables with these feet, someone had attempted to use electrical tape to hold the old, rotted boots together at some point, so I know this thing has been monkeyed with in the past.

When re-assembling my feet I noticed that there is a top nut on the plastic outer shaft but it was immobile and looked like someone had put some super glue on it. If I tighten the inner metal shaft all the way into the plinth, it seems to lock the suspension and I get no movement, so I left it a bit loose. I have nothing to compare it to, though, so I am not sure how loose/tight it should be.

The question is, are the plastic outer threaded shafts meant to be adjustable? It seems that I could adjust the damping if I could move the top plastic nut.
