Problem with my Mitsubishi LT-5V turntable

Having a problem with my turntable. When I bought it it worked fine other than the platter needed a little help to start spinning, and the tone arm wouldn’t return at the end of the record. Otherwise worked fine and sounded really good. Tonight I pulled the back off and replaced the belts, blew out the unit with compressed air and all that. Now, when you hit start it will start and play, but when you hold start or stop, the tone arm doesn’t move. You can’t move the tone arm to cue a specific song. When you press stop (not hold) the tone arm lifts and returns home as it should. Do you think I knocked something loose?

Also, once I figure this out, what could cause the tone arm not to return at the end of the record?
