Ryzen AMD Threadripper 1950x x264 Problem

Can I ask how to solve this, 1950x is fast when working like 80fps on MeGUI (using frame server) with Sony Vegas 14. But at random times it's slower like 30fps to 40 fps. I tried 2 videos, both can run 80fps but when I tried again it randomly drops to those low fps, it was so random that I don't know what to do.

Tried the threads option in x264, changed threads and cores in options of x264 and Avisynth script

that the script I used all the time but it randoms do 80fps or 40 fps. Hope someone can help. I noticed it too on x264 stability test, the maximum fps on that software is 12fps (3.9ghz OC) but it drops to 7 fps it seems the problem is somewhere that I don't know

Btw I've tried it too on stocks settings (3.4ghz) same problem, it seems I need the luck to use all cores and threads when starting to encode

I came from i7-5960x processor which is consistent all cores and threads, that processor only has 46fps, used the same script too
