3 zone setup - help please

Hi all, love this forum, appreciate all your help with this. I am a total newbie, so be gentle.

I'm looking to set up a 3 zone system. Family room has TV and surround sound, the other zones just need audio. Speakers are already in-ceiling, and all wiring has already been routed to a remote closet.

I am not looking for a Control4 or Sonos setup, I just don't have the budget for it, and don't really have the need. My goals are just to watch TV with surround sound, or listen to music in all three zones. (Not both at the same time)

The TV will need a cable box, a DVD player, and a Roku or Apple TV.

Can one receiver be connected to all three zones with this amount of speakers? (6 in zone 1, 4 in zones 2&3)? If so, which one do you recommend?

Can one IR blaster from the TV be connected to three different components (the cable box, DVD, and Roku)?
